occasion be placed on record. As regards Mr. Holmes it is

almost presumption on my part to make any comment. Were he

not present as a delegate to keep the conference from going off the rails on side issues the negotiations would undoubt- edly have dragged on for several weeks longer and the risks

of a rupture would have been seriously increased.

In any

case the Final Draft Agreement would certainly not have been the work-man-like document that I dare to hope it is.
